it is a sin for him: James has just warned against boasting about material plans and accomplishments while failing to rely fully on Jehovah. (Jas 4:13-16) A Christian who understands this principle but fails to apply it commits a sin. However, James may have intended that these words apply in a broader sense to any sin of omission. Jesus himself plainly taught that a person could sin not only by deliberately committing a wrong but also by refusing to do what is right.—Mt 25:24-27; Lu 10:30-37; 12:47; 19:11-27; compare study note on Ro 3:9.
