Thus Jesus Christ, by presenting to God the life value of his human sacrifice, ransomed all mankind, purchased them, even without their requesting him to do so. On this account, there will be, under his heavenly kingdom, a “resurrection of both the righteous and the unrighteous.” (Acts 24:15) Jesus Christ owns them all.
28. (a) Thus the resurrected Jesus Christ became what with respect to mankind’s salvation? (b) Of what greater thing does he serve also as Chief Agent?
28 In this way, according to the divine “will,” Jesus Christ the Son of God became the Chief Agent of salvation to all mankind.

And in Hebrews 5:9, 10: “And after he had been made perfect he became responsible for everlasting salvation to all those obeying him, because he has been specifically called by God a high priest according to the manner of Melchizedek.” This one proved himself worthy to serve as the Chief Agent of Divine Rulership.
